Mercy Corps has been present in Mali since 2012, and is implementing programs that help people take advantage of economic opportunities, resolve the root causes of conflict and participate actively in public sector decision making while addressing the shocks and stresses they are facing. Funded by USAID, the Advancing Reconciliation and Promoting Peace (ARPP) program aims to support the process by enhancing understanding among the local population of key tenets of the peace process, reinforcing local conflict mitigation mechanisms and engaging youth in initiatives to promote non-violence. Its three inter-linked objectives include: 1) Empowering community leaders to advance the peace process; 2) Supporting traditional elected and religious leaders to reduce violence and promote stability, addressing historical tensions within and among ethnic groups; and 3) Reducing youth involvement in violence and armed groups. ARPP is implemented in the four circles of Timbuktu, Gao, Menaka and Ansongo, targeting 20 communes.

Purpose / Project Description:

Mercy Corps seeks a consultant to provide technical support for the design and operation of an early warning system (EWS) to prevent and respond to community conflicts. By providing a mechanism for monitoring community conflicts, this early warning system will engage community leaders in the first level of response and help to have more peaceful communities

Consultant Activities:

The Consultant will:

  • Develop the operational parameters of the EWS
  • Define the indicators to be collected for monitoring community conflicts
  • Develop formats for the various reports and alerts to be produced by the EWS
  • Work with the Mercy Corps monitoring and evaluation team to create a database and data processing system for the EWS
  • Conduct training sessions on the definition and operation of an EWS for the stakeholders, especially community leaders and others members of early warning committees

Consultant Deliverables:

The Consultant will develop the following deliverables:

  • An EWS implementation strategy document including:

  • EWS operational parameters

  • Indicators to be collected for the monitoring of community conflicts

  • Template of the different reports to be produced

  • A computerized data collection and processing system with identified key actors

  • An EWS training module

  • At least two 2 days training sessions for community leaders and others members of early warning committees

Timeframe / Schedule:

The anticipated length of this consultancy is approximately 30 days beginning in April of 2017, including approximately 24 days in Mali. A final timeline will be developed in consultation with Mercy Corps at the beginning of the consultancy to establish deadlines for submission of the deliverables.

Consultant Background:

  • Master’s degree or equivalent combination of education and experience
  • At least five years of experience working with projects related to social cohesion, peace promotion and/or reconciliation
  • Substantial experience and knowledge of issues related to the design or operation of community early warning systems
  • Good knowledge of the Malian national context, including of the situation in the northern region of the country, and of the ongoing national reconciliation process
  • Experience with conflict analysis and management
  • Excellent writing and analytical skills
  • French language skills

The Consultant will work closely with:

Mercy Corps Mali Country Director, Deputy Country Director, and ARPP program staff, as well as community representatives and beneficiaries.
